2009-10 New York State Budget: Health Reform Highlights
Among the reform measures outlined in the report is an overhaul of the reimbursement system for hospital inpatient services and nursing homes, and a newly established workgroup to review home care reimbursement. This year’s Budget also reduces hospital inpatient rates and increases rates of payment for hospital clinics, community health centers, and practitioners, and offers incentives to encourage the adoption of “medical home” standards. Of particular importance in this economic climate are significant changes in eligibility and enrollment rules that will allow more New Yorkers to sign up for public health insurance. Finally, this Budget includes initiatives to strengthen Medicaid’s pharmacy operations.
