A Blueprint for Universal Coverage in New York

This blueprint from the United Hospital Fund proposes a set of strategies to achieve universal health insurance coverage by addressing the unique characteristics of New York State’s uninsured population.

The blueprint presents the costs and benefits of several model strategies for reducing the number of uninsured by 2.4 million—all of New York State residents currently uninsured. The approaches studied would combine voluntary public program reforms, premium subsidies, a new group insurance purchasing mechanism, and employer and individual mandates.
