Melissa Seeley joined the New York State Health Foundation in August 2008. As a Program Officer, Ms. Seeley focuses on developing and managing grantmaking programs in cost containment and health insurance coverage areas.
Ms. Seeley has eight years of experience in health and other social services issues. Most recently, she served in New York City government as the Director of Private Health Insurance Initiatives for the Office of Citywide Health Insurance Access (OCHIA). In this capacity, she led initiatives to educate and expand access to private health insurance among New York City small businesses, sole proprietors, and working individuals.
Prior to joining OCHIA, Ms. Seeley worked for more than five years as a Program Examiner for the U.S. Office of Management and Budget. In this role, she analyzed and recommended policies related to the Medicare and Social Security disability programs.
Ms. Seeley also was employed as a Research Assistant for Mathematica Policy Research where she contributed to national evaluations of the Healthy Start and Job Corps programs.
Ms. Seeley holds a Master of Public Policy degree from the University of California at Berkeley and a Bachelor of Arts degree in Political Science from Carleton College.
