Foundation Coverage Goals and Key Initiatives
Foundation Goals
The New York State Health Foundation's (NYSHealth) initiatives to expand health insurance coverage take two approaches. For those eligible but not enrolled in public health plans, we are looking to identify partners across the State who will develop ways to improve the enrollment process. We believe this simple intervention will increase health care coverage for many vulnerable New Yorkers.
For other uninsured people, we seek to fund projects that will encourage expansion of employer-based coverage through public/private programs available to small business owners and their employees. We also seek to fund projects that expand coverage for sole proprietors and independent workers.
Finally, in order to expand health insurance coverage in the State, we need to address health care costs. One significant area for potential costs savings is to rethink how care is provided for the most medically needy individuals in our State.
To meet these goals, we are funding a range of projects that (1) inform State health reform efforts; (2) offer solutions for streamlining our public insurance programs; (3) significantly reduce health care costs and improve care; and (4) test ideas for expanding health insurance coverage among small employers, sole proprietors, and self-employed individuals.
Key Foundation Initiatives
In 2007 NYSHealth approved awards totaling $6 million for insurance coverage initiatives. Among projects funded were:
- NYSHealth Coverage Consortium — This project engages the state’s leading analytic talent to develop policy options for expanding health insurance coverage.
- Expanding Coverage for Independent Workers — Working Today will test new ideas to increase coverage in this insurance market.
- Medicaid Reform in New York State: Supporting Analyses to Expand, Simplify, and Reform the System — This project earmarks Foundation dollars for quick-strike reports and analyses required by the New York State Department of Health to make wise programming and implementation decisions and policy changes to the Medicaid program.
